Target: WA Partnership Access Line (PAL) Fees
In 2020 the Washington Legislature passed House Bill 2728, which directed the Health Care Authority (HCA) to collect a fee from employer-sponsored health plans to fund Washington Partnership Access Lines (PAL) program, which assists health care providers in managing their patients’ mental health needs. This fee will be administered by a company called KidsVax and applies to all employers who provide health care in the state of Washington, including both self-insured and fully-insured plans. Plans will be expected to submit quarterly covered lives reports within 45 days of the end of each quarter, with the first quarterly measurement period running from 7/1 – 9/30/2021. Employers can designate a contact person to receive correspondence from KidsVax by signing up for email updates here. Employers who offer health plans in WA should expect to receive information directly from KidsVax regarding the assessment and then subsequent invoice for fees based on covered lives.
Target: COVID-19 Vaccine Booster Shots
Yesterday President Biden’s administration recommended that most Americans receive a booster shot 8 months after their second dose of COVID-19 vaccine. Booster shots may become available as soon as September 20th. Individuals should receive the same vaccine brand as their initial dose for either Pfizer or Moderna vaccines, while boosters are still being tested for those that received the Johnson & Johnson vaccine initially. You may want to revisit your company’s vaccine policy to incorporate booster shots into your procedures.
Target: Mask Mandate is back in Washington
Washington Gov. Jay Inslee announced yesterday that a new mask mandate will go into effect on 8/23/2021, including both vaccinated and unvaccinated individuals. Exemptions to the mask requirement are limited to vaccinated people working in office spaces not easily accessible to public, those working alone indoors with no public face-to-face interaction, and small, private indoor gatherings where everyone is vaccinated. Employers in WA will want to evaluate their own company protocols to ensure compliance.
